Being an Internet-Building Power is the Way Out—Mr. LV Shuwang’s Visit to Taihe Institute

On May 11th, Mr. LV Shuwang, Professor of the State Key Laboratory of Information Security of the Chinese Academy of Sciences and director of Peking Knowledge Security Engineering Center, was invited to Taihe Institute and conducted in-depth exchanges with researchers of Taihe Institute on the theme of “Cyber Security and the Digital World”.

 

 

“Business creates ‘digital people’ and ‘digital infectious diseases’”

 

Professor LV believed that mankind uses computers to deal with various kinds of words and knowledge for information expression, thus forming a man-computer combination system with man as the main body, namely the Computer Information System (CIS). This system is shaped into an Intelligent Computer Information System (ICIS) by business, which is popularized among the public through market behaviors and makes the people in the physical world evolve into a new generation of “digital people” with the development of the system. Unlike natural persons, “digital people” are adaptive to the digital life based on the Internet, and the “digital world” is the real reflection of their lives. What flow in the “digital world” are digital sequences (D.S.), knowledge packages (K.P.) and knowledge readers (K.R.). It should be noted that the “digital infectious diseases” such as online game disorder are spreading among the “digital people”.

 

“I hate war, but the ghost of cyber warfare is never far away. There is no Internet in China.”

 

According to Professor LV, the real Internet refers to the networks that can operate independently, communicate through an equal exchange protocol, and participate in the interconnection, thus forming a larger network. Each network can be controlled autonomously and is not controlled by a single main root of the top layer. But since 1994, China’s computer system has had full functional access to the Internet in the United States, and the Internet used by Chinese people has been the one that has the main root server in the United States, not multiple independent networks. Therefore, there is no Internet in China.

 

 

At the end of 2013, Hillary Clinton once said, “Across the Great Wall we can reach every corner in China”, which was translated as “Across China’s ancient Great Wall and the modern firewall in China, we Americans can reach every corner in China.” In professor LV’s view, Hilary was not bragging. By providing “high quality” technology and services, Americans has in fact occupied the vantage ground of the cyber warfare, which will pose serious challenges to China’s national security.

 

“I need to safeguard my territory.”

 

Professor LV stressed repeatedly that in order to prevent future threats, China’s cyber security should follow President XI Jinpin’s principles, that is, the principles of sovereignty and not being controlled by others. Being an Internet-renting power won’t work. Instead, to be an Internet-building power should be the way out. China’s “digital people” should have their own living space reflecting the unique cultures and characteristics of the Chinese nation and create fertile soil of freedom for the Chinese people in the “digital world”.
